美国受到了恐怖分子的袭击和核武器的威胁。小狗们看到了报道后十分害怕，在地下室里储备了很多食物和用品，为躲避危险提前做好了准备。 　　小狗们经常去监狱里探望他们的朋友卡尼和施莱克，令他们十分振奋，为了更好的和小狗们交流，卡尼在监狱里还对狗语进行了研究。当卡尼和施莱克就要出狱时，他们兴奋的把这个好消息告诉了小狗们，小狗们表示一定要来迎接他们。 　　同时监狱里的一些恐怖分子得知他们要出狱的消息，想利用他们把控制核武器的电脑芯片带出监狱，所以恐怖分子们假装欢送他们为他们打饭，实际上他们把芯片放入胶囊里，混进了他们的饭中。对此卡尼和施莱克没有一点察觉。 　　卡尼和施莱克刚刚被监狱释放，他们就被黑社会日本女老板抓走。前来迎接他们的小狗们见此情景紧跟其后。女老板把他们带到了自己的庄园，在实验室里逼他们喝下了快速排泄剂，他们在施莱克的粪便中没有找到芯片，而卡尼很顽固，快速排泄剂对她没有一点效果。这时候卡尼和施莱克才知道，他们要的芯片，是即将摧毁美国核武器的密码，这关系到国家的生死存亡。女老板用了各种办法仍然不能让卡尼排泄，气急败坏的女老板决定解剖卡尼得到芯片。正当这时小狗们冲了进来，解救了卡尼和施莱克。 　　女老板和他的手下们继续追赶，最终芯片还是落入了他们的手中。但在与恐怖分子的交易中小狗英勇的和他们进行了搏斗，并把芯片吞了下去，拯救了美国。恐怖分子也受到了应有的惩罚。 　　卡尼、施莱克和小狗们成为了全美的英雄。
